Admiral José Luis Urcelay Verdugo

The Deputy Chief of Naval Staff is in charge of planning, managing, coordinating and monitoring all Spanish Navy activities, under direction of the Chief of Naval Staff.

Academic Background

He is a graduate of the Naval War College in Madrid and NATO’s Defense College in Rome (Senior Course 97). He took part in the first Course for Senior Mission Leaders of Common Policy in Security and Defense organized by the Folke Bernadotte Academy in Sweden. He specialized in Submarines and Underwater Warfare and attended the French Navy Submarine Commanding Officers Qualification Course.

Professional Expertise

Admiral Urcelay has been the Spanish Military Representative in NATO’s and the UE Military Committees in Brussels from August 2015 to August 2018. In Spain he was Chief of the Plans Division of the Spanish Navy Staff (2013-15); Deputy military representative in NATO’s and the European Union Military Committees (2010-13) and Chief of the Operations Division of the Spanish Navy Staff (2009-10).

Admiral Urcelay has been commanding officers of frigate ‘Asturias’, submarine ‘Delfín’ and patrol boat ‘Villaamil’ with a total of 2,100 days at sea in submarines and surface ships including a one-year tour as STANAVFORMED Anti-Submarine Warfare Staff Officer during the Operations to enforce the United Nations embargo against former Yugoslavia.

Ashore he has been Superintendent of the Spanish Naval Academy (2006-09) and has served in several Staffs at Strategic, Operational and Tactical levels.

Admiral Urcelay and his wife Juana have eight children and ten grandchildren.
